Thank you! To respond to your question, I do both. In the sketch example you provided, the top two sketches were done on paper and scanned (you can see some of the paper texture in the sketch). The sketch on the bottom was done in Photoshop, so it was sketched using my tablet. :) I use a Wacom Intuos 4, 6x8” tablet.
